History

Nob Hill was originally purchased in 1993 by four investors as a 100 acre parcel.  In 2001, Nob Hill acquired two adjacent parcels, making the total Nob Hill land area about 150 acres. As a prelude to development, a joint effort with City, Counties, State and private landowners established the alignment for Colonial Drive connecting to the Montana City frontage road.  In addition, Nob Hill donated land for a new Helena city water tank as well as land for an easement for the transmission main water line.

In the meantime, the Montana Department of Transportation commissioned an Interstate corridor study, examining additional interchanges and improvements on Interstate 15 from Montana City to Lincoln Road. The South Helena Interchange and Custer Avenue Interchange were selected as priorities for new interchanges.  Nob Hill donated the right of way and design of the interchange and the Colonial Drive alignment to facilitate the process. The interchange construction was completed in November of 2007.

A great deal of thoughtful planning went into the subdivision plat design. Robert Peccia & Associates Civil Engineering firm designed the infrastructure and plat.

 

Development and Planning Team
Both the Nob Hill Development on the west side of Interstate 15, and Padbury Ranch Properties on the east side, have been planned in cooperation with a planning team comprised of members from the City of Helena, Lewis and Clark County, Montana Department of Transportation and land owners.  The preliminary Padbury plan was commissioned by the City and done by DT Architects and the Nob Hill plan was done by Robert Peccia and Associates, Civil Engineers. Both plans were developed with the advice and cooperation of the City, County, and State officials.

 

Timing of Development
The Nob Hill Subdivision has been annexed into the City of Helena and has received final plat approval for all phases.  The development includes 25 acres of donated park land and 125 acres of residential and commercial property.  All improvements including city water, sewer, storm drainage, utilities and paving have been completed. Residential development is well under way and commercial building is soon to follow. 

 

Interchange and West I-15 Frontage Road
The bid for construction of the South Helena Interchange was awarded to Helena Sand and Gravel in July of 2006. Construction was completed in November of 2007.  The Colonial Drive extension to the frontage road at Montana City has also been completed.

 

Utilities
The Nob Hill Development is served by Northwestern Energy (gas, electric), Qwest (communications), Bresnan (communications), and Three Rivers Communications (fiber optics-to-the premises network).  All of the utilities are underground.

 

Fiber Optic Network
Three Rivers Communications, a Montana owned cooperative, is providing “Fiber-to-the-Premises” throughout Nob Hill Subdivision. This installation of fiber optic cable directly to the home or office provides a large capacity for providing fast transfers of large amounts of data.  Services available via the Fiber-to-the-Premises include local and long-distance telephone service, high-speed internet, internet protocol TV, which includes high definition TV and video-on-demand over your phone line.  Nob Hill is one of the first subdivisions in Montana to offer this type of fiber optic network.

 

Residential Lots
The final plat for Nob Hill includes 87 single family residential and 36 multifamily lots.  Lot sizes range from 8,860 – 45,579 sq ft.  Nob Hill has filed two sets of protective covenants to encourage the quality and integrity of the subdivision.  Please see the section regarding covenants for more information. On Blocks 8-13 (Nob Hill Phase III), the development company has created a prefered builder designation (please see below for details). 

 

Preferred Builders Group

Any single family residence built in Blocks 8-13 must be constructed by a preferred builders.  Preferred builders are not required on single family lots in Phase IV, which includes Block 16 and Block 18.  Multi-family lots and commercial lots are not subject to the preferred builders’ group, but all construction plans must be approved by the Architectural Review Committee to protect the integrity and quality of the subdivision. The preferred builders for single family residences in Blocks 8-13 are Hood & Horning Construction, Pierce & Associates Builders, Sierra Custom Homes, Sysum Construction and Sussex Construction. Builders outside this group may be approved on a case by case basis.

 

Parks/Trail System
There are approximately 25 acres of dedicated city park within the Nob Hill Subdivision. Trail access easements have been included on the final plat to encourage connectivity between Nob Hill and existing trail systems.  Green space corridors are in the process of being developed, as well as an overall master landscaping plan designed by a local landscape architect.

 

Commercial Development
There are 26 commercial lots zoned B-2 in the Nob Hill Subdivision.  Many of the lots have sold for medical, dental and professional office uses. Valley Bank will be constructing a new branch in the summer of 2008. A new office building to house the Department of Health and Human Services is currently in the design phase and expeted to break ground in June 2008. Casinos are expressly prohibited by the subdivision covenants.

 

Developer’s Philosophy
The Nob Hill Development will serve as the southern gateway to Montana’s Capital city.  The development has been thoughtfully designed to incorporate high quality residential construction in an environment with mixed-use applications.  The area is zoned for single family residential (R2), medium density multi-family (R3), residential office (RO), and commercial (B2).  The intended variety of uses is planned to create a neighborhood with close proximity to a multitude of opportunities. The developer’s vision is based on a livable community concept to work, shop, walk and live in the subdivision.

 

Covenants
The Nob Hill Subdivision has 2 sets of covenants, the first set, Phase III, pertains to Blocks 8-13. The second set, Phase IV, pertains to the commercial lots, Blocks 1-7 and Blocks 15-20. As stated previously, key points of the covenants include minimum size for residential construction of 1500 sq. ft; construction by a  preferred builder for single family residential lots in Blocks 8-13; and development company architectural review of construction plans for all structures to be built on all other lots purchased in the subdivision. There is no specified time for beginning construction on a lot purchased in the Nob Hill Subdivision. However, once any construction, reconstruction, alteration or remodeling has begun, it must be completed within 1 year. Future Amenities
In addition to the commercial businesses that have already committed to locating in Nob Hill, the developers are pursuing contracts with a variety of retail businesses, including retaurants, coffee shops & hotels. The city is considering improvements to the city parks within the subdivision and the Montana Department of Transportation in planning to construct a bicycle underpass at Broadway for access across I-15. Across the interstate, Padbury Ranch Properties is in the conceptual design phase for the 700 acre parcel.  It will be developed by many of the same investors and will potentially include a large retail center, an office park, and a variety of residential lots and recreational opportunities.
